Why is information about the HUP hidden in MS ... Because they are so big, and the HUP is a relatively little used feature. The information is out there, but you need to know how / where to look for it.
First thing, don't bother contacting normal MS Support. They don't have a clue about HUP. The HUP service and web site is supported by a 3rd party company called 'Digital River'. You have to contact SPECIFIC HUP support. Here is a link to a Canadian HUP page. You may have to change the country to get specific to your geographic location.

In a business setting, to take advantage of the HUP offering you have to be able to provide the 5 or 6 digit 'Company Code' to prove that you work for a company that has paid for this feature. I don't know exactly how it works in the Military. Talk to your base IT department or your PX to find out the specific details of how it works for your organization.
Note: not all military members belong to units that provide HUP as a benefit.

Nevertheless, since I’m feeling super helpful today, here is literally all you have to do.
Step 1: go to http://hup.microsoft.com
Step 2: Type in your Army email address
Step 3: Use ABAD560AD0 as your product code
Army Microsoft Home Use Program
Step 4: Receive email and Click button in email to confirm your registration
Step 5: Enter payment $10 (normally $400) and download program
